Clarification Request
403 message on only one page

Here's a puzzle: my phone is able to connect to all these store WiFi connections, from Kmart to Home Depot, my home network, McDonald's, and school. When I try to access the network at Kohl's, specifically, it will show the network and connect, but it requires you to sign in and agree to the terms. When this page attempts to load, the error message 403: Forbidden occurs. Any ideas? I've asked the IT instructor at my school and she can't figure it out.
