A USB external drive (be it a USB-stick, a hard drive, a CD or a DVD) doesn't need any special driver. But it does need power. Try it on your laptop when it's connected to an adapter (not running from the battery). If that doesn't work, use a powered USB-hub. If that doesn't work, use an Y-cable. If that doesn't work, try it on a desktop (including powererd hub and Y-cable if it that's the only way).
You don't need drivers for this, and if you do, you can download them from Internet on the laptop, or - after downloading on another PC - install them from a USB-drive.

Recently I Had A Problem With My Laptop Not Recognizing The C/D Rom Drive!! After Posting This I Decided It Was Easier To Just Buy An External Drive Which I Did!!! But Now Windows Won't Recognize The External Drive?? Usb Devices Are Recognized!!! I.E. (Wireless Mouse) So How Do I Get Windows Or The Drivers I Need Downloaded To My My Laptop Without a C/D???
