(Unfortunately, for some obscure reason my question was not published.) I want to know if it's possible to import my Fb friends list to my G+ circles. Mind, I do not want my friends to embrace G+, but I do want to be able to connect with them without having to log into Fb.

you are a different poster to the OP.

I suspect this would need some collaboration between Google+ and FB.

For example, these CBS/CNET forums have recently agreed with FB, Yahoo and Google to share login, but as I understand it, that took a lot of negotiation and then a lot of hard coding by respective teams.

It's only their e-mail and some other data so you can send them an invitation. But they aren't obliged to accept it. In fact, why should they? It's bad enough already to have something like facebook. But it's even worse to have two things like that.
And most people have so much "friends" that they are glad that some run away to g+.
