How to download IOS 6

I have just updated to IOS 7.1.2 but want to return to 6.1.3 as I want to unlock my iPhone 4S as my unlock software does not work on IOS7. I cannot find anywhere to download IOS 6xxxx

As far as I know, if you upgrade the iPhone it can relock so the cycle repeats.
