You'll need to edit the registry. Take normal precautions. You should find it under Hkey_Local_Machine/Software/Microsoft/Windows/CurrentVerion/Run
You can highlight and delete the entry altogether. Back it up first. You don't need to delete any unchecked entries anyway but this is how.

I'd use STARTER.

In msconfig, look under the location, some are in,,,
