How to delete DTShl64.dll manually ?

When I try to delete the DTShl64.dll file in Deamon Tools Pro, a background program is running so I coudn't. Please tell me the name of background process so that I could terminate it.

Did you try a boot to safe mode with networking?

Uninstalling, rebooting, installing the new version and the safe mode boots are my usual ways before I end task apps.

Recently I upgraded the anniversary win 10 update. After that, the notification of deamon tools not working in this new win 10 version pops up every time. When I try to access it, my system got hanged everytime so I deleted the program files manunally except the DTShl64.dll and afterwards it's ok. I tried the safe mode booting process as suggested, but still unable to delete it.

So how about safe mode in the command line mode.
