how to defragment

gateway DX4200-09
AMD 9150e, 1.80 GHz
windows vista home premium
4GB , 64 bit
use internet explorer
been having increasing problem of "flashes" of graphics previously viewed, tho mostly in open email, the banner on the R side of the screen, flashes repeatedly on the L side, and i see it is worse if the cursor is on the R side banner
tried to defragment which is not happening, also have tried to download some of these supposed free items to "clean up" but they all want $$$ after they tell you how many problems thay have found !!!

How much disk space do you have? If it's not much get rid of unnecessary files and programs and then, Run, chkdsk /r.

1 GB left of space ..tho norton often sends me messages that there is aq large amt of "disk usage"

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
