How to create ebook covers?

I have to design an ebook cover for my first ebook. Do you have any suggestions? I don't have a license for Photoshop, so I can't use any tutorials.

Scanner?

One person took to paint, paper, etc then a scanner.

There are free paint programs so this can't be stopping you.

thanks mr Proffitt for your suggestion, but not editing the images is my problem (i am using Gimp http://www.gimp.org/ ), but making them look like a real book cover. I tested some ebook cover creators, most of them have templates. I am using now eCover Engineer http://www.adolix.com/ecover-engineer/ , but it uses a lot of CPU. Do you have a better suggestion?

You may be judging it in some way but didn't tell us EXACTLY what was amiss. I've seen book covers in Word, Gimp, Paint and more. It's definitely not a software issue but a creative one.

how much CPU is used to create a cover, if that's being used multiple times after the initial creation?

Some movies need month (or even years) of computer time to make. But with a few million people to view them it's still feasible.
