It's easy and free to create the website on your own PC and only publish it when it's all fine and dandy and fully working.
To publish it, you need 2 things:
1. A domain name (like cnet.com). Those aren't free, but cheap. A yearly fee of 10 to 20 dollars would be reasonable.
2. A hosting provider to 'host' the website and make it available to all users of Internet. You might be able to find a free one, but that will clutter your nice website with ads to make the money you don't want to pay. So if it's getting serious, there's another fee of 5 to 10 USD a month.
Two possible alternatives:
- Maybe your ISP offers a free homepage as part of your subscription. The your site would be something like www.yourprovider.com/~luckyandpancho. That's worthwhile to check. It's not really free, but it's included in the subscription you already have.
- Maybe you don't want a website but just a blog. Many sites offer a free blog.
