Such is documented in Start, Help and Support and too many places on Rather than duplicate help or web content, I'll note where to find such an answer rather than ... duplicate content.

Unless you are asking how to create accounts without the normal GUI, that is not as well discussed.

go to my comp rig click ....manage.....locl user and groups....right click .. add user ... fill the form and finish...
