I assume the Liteon DVD recorder is a stand alone set-top recorder and you want to connect it directly to the Cable Box.
Such a recorder does not have a TV tuner and is always set to channel 3 (it may have a switch that will let you select chanel 3 or 4).
If you have an old VCR tape unit, it has a TV tuner built-in. Connect the VCR to the cable box and then connect the stand alone DVD recorder to the VCR. The VCR will output its RCA connector as channel 3 or 4.
You will use the VCR to select the channels.
You will likely need to connect a TV to the VCR in order to get the VCR settings correct. Once they are correct, you can disconnect the TV and connect the DVD recorder.

Just bought a Liteon 4045 DVD recorder - very good spec for the money but no way of controlling my digital cable box - turning it on and changing channes etc
Is there any way of doing this or is there any device one can buy to control the digital cable box ?
The Video Plus coding is not really very helpful if you can't set the cable channel to the right one
