How to click a link and have the new window open full screen

When I click on a link in IE7, it opens tiled and I have to poke it again to make it to be full screen.
This system used to open clicked links full screen.
I have searched for settings to make the clicked link open in full screen.
I guess I just can't frame the question right.
Can someone tell me how to accomplish this without making me feel too stupid?

The free program IE Maximizer can make that adjustment for you with relative ease and is fully customizable.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
