Basically all this is, is installing two toolbars: one that acts like the taskbar (without minimized windows) on the top and one that acts like a "bay" for your apps on the bottom.
I have just finished this and it is awesome and perfectly LEGAL. Go to CNET downloads and download Object Bar and Object Dock. The Object Bar looks exactly like the one in the Mac Finder at the top. It includes the system tray found on the right side near the clock. The Object Dock is the little area on the bottom where you can drag-and-drop your shortcuts into it. This is where you scroll through them and they expand. This is really cool and works perfectly. Make sure you have a capable PC to do it with. I have a Dimension E510 Pentium D 820 2.8GHz, 1GB RAM, 80GB HDD (30GB free), ATI Radeon X1600 graphics. It worked for my PC.
