How to change this?

How do you change the color here? http://img208.imageshack.us/my.php?image=questionpj7.png
It shows on the image what I mean. I want to know how to change the background color there, particularly the bgcolor on the menu (changing the menu colors in the Appearances tab on the Display Properties to what I want causes the "File View...." to be the same color as the background at that particular spot, so it is unreadable, as you can probably tell). I think the lower part of what I have shown will change when I change the 3D-Objects color in Appearances, but what I want is just the top part above the divider line. Thanks.
