How to boot to the recovery partition on DellDimension 3000?

First of all Ctrl+F11 doesn't work.
I deleted the C: partition, re-created it, re-installed XP, but lost drivers, software, etc. Just got XP SP2, nothing else. I would like to restore the PC back to the way it was from the Dell factory.
I seen the E: partitition when I was formatting and deleting the C: partition. It says (E: partition3 [FAT32] 2816 MB).
Its still there know. I believe it can restore the PC back to the way it was from the Dell factory?? Is this correct? And how do I now do that?
