How to blur a face into a video?

I know how to blur a face or a part of a photo. But now I'm looking for a software that let me "blur" a face or only a part of the scene showed on VIDEO. I have pinnacle studio 9, cyberlink powerproducer, and also windows movie maker, and all those can blur video, but they apply the effect to the ENTIRE window, and i only want to apply it to a part of the screen, ex. "a face".
Which software can I use for this?
and How to use it?
Please help, meeee!!

Try to keep it to 2 forums and see what replies you get. Not a hard rule, but past 2 and it's like spam.

One of the problems of more than 2 posts is that people get an answer (I answered it with a solution) and then they didn't find the answers. That's besides the clutter it creates.
