Just insert a link in the email to the web site.
The difficulty with saved web site pages nowadays is what you describe. It is no longer a simple, single, web page that is saved, but all of the different elements in the page, and these are saved into various sub-folders. You cannot attach folders to emails, so you would have to attach each element separately, then include in the email instructions on how to save them into all the sub-folders.
It's a mammoth task, and not guaranteed to succeed.
