They claim they supply the method or instructions. Here it's been real simple. Every W10 License at the shop, office and home is either pre-activated (many many laptops) or when we did need W10 the product key was in the packaging.

https://support.microsoft.com/en-us/help/12440/windows-10-activate notes where to enter this product key.

if you purchased an oem version that site sells, I hope you have a newly built computer that never had an operating system installed. It cannot legally be used to upgrade any previous windows version. Looking at that price they are selling it for, I doubt it is legit.

Answer
Be cautious of deeply discounted license keys

Some of these offerings have been known to be "MAK" keys or similar and are not meant for the home user but for businesses, schools, etc. MS will allow a finite number of activations with each key and decrements the number by 1 each time the key is used. Once the limit is reached, you're done. These keys leak into the wild and even legitimate purchasers of such are left out in the cold. One also finds that, reinstalling Windows and activating again with the same code may not work. Just an FIY as some unscrupulous outfits will do this.

Well...if you have a valid key

you can download the "Windows 10 media creation tool" (Google what's between the parenthesis) and it will take you to the MS site. Download the tool and run it. It will allow you to download an iso that can be burned to DVD or it will create a bootable flash drive if you have a proper one plugged in. From there, you an install Windows 10 on an empty hard drive and complete the activation as previously noted. If fully successful, you will now have a digital license based on your hardware profile that allows you to update or reinstall the OS as necessary. Just be warned about those "hot deals" that offer these keys at 50 bucks or even less. There are not likely to be fully legit.
