how to?

hey do you guys know how to lower the quality of a video file i want to burn to a dvd. the file is 695mb but it won't fit in a regular dvd by about 1mb. i wanna lower it atleast 20mb so that the chapters that i have to create can fit. do you guys know of any free software that can do what im asking? one that doesnt' display their company name until you buy the pro version. if you do can you tell me the steps how to do it?

My blank DVD media is over 4.3GB so I would not have to shrink it.

Are you sure your talking DVD and not VCD. Normal DVD blanks are over 4.0 GB in size and require no alteration for the size of file you want to record as Bob has stated in the previous post. Where as if you are trying to burn this video to a playable CD you would need some compression.
