Here's how...

After you launch Irfanview go File->Open and find/open the image you want...it will then be displayed. Then just go Image->Resize/Resample and tell it what dimensions you want the new image to have. Note that by default it will make i proportional to the original, so if you want it custom you'll have to uncheck the box next to "Preserve aspect ratio." Also note that it doesn't automatically save the changes, so make sure you save the resized image when done. (I'd save it as a separate image to preserve the original.)

Hope this helps,
John

There's an XP Power Toy that is perfect. Get it here http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx On the right side called Image Resizer. After it's installed, you right click an image and the option box includes ''Resize Image''. Three fixed size options and a custom. You can also select multiple files and do a bunch at once. Too easy.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
