How should web developers test their site?

A few years ago, web developers like myself needed to test the appearence of a site using several browsers and versions. I even had a set of complicated Java routines which altered the site according to which browser was being used. (They are still on one site that I look after). Is this still necessary?

My own surveys show that IE is used by over 90% of the visitors to my sites. So CNET followers are not typical. More intelligent? or just more quirky?
