How much do I need to sharpen?

We have just upgraded to a Nikon D3000. I am using Photoscape to edit my photos, which I post to my personal website. I was told by a friend that for the photos to look good when they are transfered to the web the the sharpness should be set at radius-1.5, and ammount-100%. To me that makes the photos look grainy. Then they said to go back and use noise reduction. Why do that if it takes the sharpness away?

How much if any should I sharpen my photos (incremental?) for them to look good when sent to the website?
