Obviously it's someone way over their head in debt.
Whether or not he made bad choices or just had bad luck getting there isn't clear. What seems clear however is that he got paid twice for the services, and has no intention, or perhaps no money, to repay what was and is not his.
And my assumption would be fraud in that he probably presented a bill to the court for the payment for the services, which the Marines had already paid.
Anyone, the judge ordering payment should issue a bench arrest warrent for contempt of court with this in the news.
He's lucky if noone had decided to pay him a 'persuasion' visit after this came out in the news. Not a proper response perhaps, but it certainly has happened for such in the past.

That suggestion was posted many times on a Marine website. I let Mr O'Reilly know about it, maybe he can do something when the courts or government can't or won't.
