My cable connection gives me 6.4 Meg down, 486 K up.
But!
That test is on a dedicated server (http://www.speakeasy.net/speedtest/). In real life you'll never get these speeds from an actual download site. Your browser may load faster, and downloads will be faster. But don't expect miracles.

I have a new HP Pavillion a1777c desktop w/an Intel Core 2 Duo E4300 1.8Ghz processor, Nvidia Ge Force 7500LE graphics card, 2GB RAM, and 300GB hard drive. How fast is this setup able to upload and download off the internet?
Right now I have a low-end DSL package which downloads at 1.7Mbps and uploads at 438Kbps, which is fine, but I'd like to upgrade to the next package that can go as fast as 3Mbps for downloads.
Is it worth my time to upgrade???
