How does one contact Apple about an account reset?

by JDL / October 22, 2011 2:48 AM PDT

I apparently have two logins with Apple. I've tried to login with both and either get an "Account Locked" or "We're sorry. Your account could not be created due to system issues. Please contact Apple Support Communities with the information below to create your account."

I've been trying for over a week, and cannot find enough information to contact anyone with about this.

The old account is really old, and linked to an email address that is no longer functional.

Apple seems to have "blinders" on about this business, not wanting to discuss or help a person with the problem at all. What is it at Apple that MY logins are an issue with them?

Automated system. No human being.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
