Phone support was very helpful.
To tilt the monitor/HDTV, place the unit with it's base on a flat surface, then hold the top in one hand and the bottom in the other. Now it is relatively easy to tilt the unit, especially while standing over the unit.

I would like to tilt this monitor/TV back a little bit, but I cannot figure out how to do it.
At the store, the monitor/TV looked like it was tilted back a bit. Mine seems to point downward, so I have to use cardboard to tilt it back.
Page 42 of the manual says: "Tilt -1 degree (+/- 2 degrees) ~ 20 degrees (+/- 2 degrees)".
And at the Costco link, the description says:
"Stand Type Tilt: Yes"
And later, a commenter says:
"The stand is sturdy enough, and the screen does have a tilt ability where it meets the base."
