That's why you didn't find such an app today. It's not in the old API. Any such workaround would be a hack.

I have a Samsung galaxy s3 and 5 nfc tags. I would like to tap my phone on one of them and have it power down. For example before I go to bed, tap a nfc tag and have the phone turn off.
I would really like this , and no airplane mode is not good enough.

Like you said it would be a hack but do you think it may be Put into the new API? Or is there any hack that would do this, or a way I could do it?

I don't see this in the API. As I can't guess which Android OS you actually have, I hope you understand I can't check the dozen versions today. But it's not a feature I found.
I remember a similar research on iOS and it doesn't have it either.
