how do you improve the vedio image quailty????

i am trying to improve a vedio quailty from 680x320 or about that and i want to get it up to like 1420x900 or somthing like that is there a software program i can use to do that i do not care if it takes a long time to work on the vedio i just want to improve the image quailty and i need it to be free due to the fincal criss i hardly have much money left after each week for the bills i use windows vista

Your PC monitor? An HDTV? A movie itself? What format are you using? What is the resolution of the camera? What type of PC? What operating system?

Too many unanswered questions.

But generally, upconverting causes extreme loss of definition.

there is no such free program. If there is such program, it would probably cost a fortune.

If this is your PC then your video board / monitor combination will offer you all of the resolutions it can drive, it is free since you already have both, you just need to check your settings and see how high it lets you go, if that is the limit then you would need a new video board, monitor or perhaps both.
