there is no general setting to make ALL windows open maximised, mostly windows open in the same size as they were closed when you exit the program.
You can edit the properties of an application to choose that the application will run Maximised, Minimised, or Normal window by right clicking it's icon, choosing properties and adjusting the setting for Run

Maximize all Windows

If you ? like me ? have certain programs you prefer to always run in a maximized window (filling the entire screen) you are probably wearing out your Maximize button each time you run it. Here?s a small tip for you on how to make single applications always open maximized.

1. Locate the application
2. Right-click and choose Properties
3. Click the Shortcut Tab
4. In the Run field, you have the following Options: Normal, Minimized and maximized
Choose your preference: Maximized
5. Click OK and close the dialogue window

The next time, the application will run in a maximized window.

Note!
You have to do this tweak for every application you want to open in full view. But once you have done it ? your Maximize button can get a good rest.

I hope this helps!
