how do i resize from bpm to jpeg

i cant send pics via email cos they r to big oh do i change them from bmp to jpeg. it just tells me when i send try to send them try to resize

1. I can't answer this question literally since I will not know how you will actually perform this.

2. I do know that you could:
a. E-mail the picture as an attachment which makes a smaller email than an "insert picture" in some HTML email.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
