What is "splash top remote control"?
And what are "splash notices of file upgrade notices"?
And what do you mean with "removing"?
And, what version of what OS does that laptop run (Windows, OS X, Chrome, Ubuntu, ...)?

Two or three times a day I receive notices of a splash top upgrade notice for me to install now . Do I have to remove spIash top remote to stop notices

Most programs don't check at all if there's an upgrade, so don't ask you.
Some programs do check, but have a setting where you can overwrite that behaviour.

And some do check and do ask you without giving you the option to tell that you don't want it. Then the only ways to get rid of those messages are (a) don't run the program, or (b) do the update.
Uninstalling, of course, implies not running. Then, most likely, it will not ask you any more.

Your choice.
