How do I recover a lost administrator password without $$$

My PC died when I upgraded from Windows 8 to 8.1. The company kept the PC past the warranty date. It functioned only patially upon return and all data was lost as well as installed programs. The bigest annoyance is I have no idea of the administrator password. I cannot reinstall my photoshop , play a blu-ray /DVD and add other programs back to the system. I read whre the DVD player is not part of a no fluff package. I had player at one time on this PC. Warranty services refused to respond and say they find no evidence my warranty was exttended due to loss of access. I want my adminitrator PW bypassed and partitioned for a new one.If I can be shown how to do it as a PC novice this would be helpful. Also medical billls make this process a cost a factor. For me free is best I did watch u tube and got lost halfway.Maybe next time I will try harder. Upgrade to 10 is feared after my last upgrade caused so much disheval. I donot want to do this until I have administrator access.

When you do, is there an Admin account that suddenly appears? If so, try it without using a password.
