This is a case where the smaller number is preferred.
4 cm means the closest focus distance between the front of the lens and the target.
4 cm = 1.6 inches (approx)
10 cm = 4 inches (approx)
This means that if you take a macro photo of a dime, the 4 cm camera will come closer to showing the dime at actual size.
