How do I install programs on windows 8?

Hello, I just bought a computer running windows 8, but I can't install my programs.

For example, when I tried to install Java (it said on their site that it was compatible with windows Cool, it downloaded the set-up file to my downloads, as usual, but when I click on it to start the installing, it asks me if I want to let this program make changes to my computer, also as usual. The problem is, when I say yes, nothing happens. No message error, no new windows opening up, nothing. The 'do you want to let this program make changes to your computer' window disappears and I can't get my program to start installing.

Anyone knows what to do?
