How do I install an OS when

there is no operating installed and the system has been wiped clean.

Buy an OS and follow the instructions.

Since you told us nothing about the device; PC, tablet, whatever, just buy and OS (Operating System) and install it.

Just An Example Of Windows XP

Click on the link below and follow the instructions to use a full Windows XP disc to install the operating system. Remember though, if you're using a Windows operating system disc to install the OS with, you'll also need to install all the appropriate hardware drivers after installing the OS. You'll want to have all those drivers saved to a CD for use after the OS is installed.

The above instructions are designed for a situation when a partition has already been created.. If your disc is fully wiped, and not just formatted, then you can skip the section about deleting the current partition, and go directly to creating a new one.
