What 3d settings exactly?

I've answered this question before.

The OP wanted a centralized control panel for 3D settings that ALL apps SHALL OBEY.

So far, no OS enforces this so the answer is no today.

Answer
I'm going with no.

Each app has its own code to use these settings. Sometimes folk new to PCs explode over what a mess PCs are.
