To open this important attachment, do as follows:
1. Save it to somewhere on your hard disk. Be sure you know where.
2. Run the program you want to open it with. You didn't tell, so we don't know.
3. Use the File>Open command (or equivalent) in that program to open the file.
In cases like this there is a minor chance you don't know which program to run in step #2. That's a good question to ask the sender.
And there is a minor chance that you don't have that program. Then ask the sender if he knows where to download it and how much it costs. If you find that too expensive, even for this important document, ask the sender to send it in another format that you can open with a program you have.
