How do i connect my modem to make all ethernet ports in my h

I moved into a new townehome which has ethernet ports in almost every room. I would like to make them all live as to connect our devices (smart TV, Xbox ETC.) to them instead of everything using the WiFi. How do I make these ports "live" or "active"?

Find out where they go to and setup one of the usual solutions in that closet. Typical is something like this.

Internet to router to many port switched hub to those outlets.

As Mr. Proffitt said, find the source. Assuming the townhouse had a hook up prior to your moving in. Find out where the primary hook up comes into the building and go from there, there was (or is) a router, cable or DSL, within reasonable proximity to the location of a router, which was likely tied to a multi port hub for dissemination to locations throughout the house.
