How do I change the default to where my files are saved to?

I have two partitions on my newly installed hard drive and Drive C is for my Operating System as well as program files. Everytime I want to save a file, it automatically tries to save it to Drive C. I would like windows to instead use Drive F which are for my documents, music and other files.
I'm running Windows XP Service Pack 2

R-click My Documents on the start menu and select Properties. Click the Move button and select the new location.

I simply created a folder on drive named 'my downloads' .any time i download, all files go to "my downloads"

This is exactly what I meant
When I'm editing a photo that is already on the hard drive and I'm trying to save it as a different file, I wanted to change the default folder it would save in.
Now my Documents folder is in the Drive F, and not Drive C which is for the OS only.

from the browser you use to download files from the internet?

If so, then the setting is in the Tools > Options of the browser. Depending on the browser you use, you will have to find the setting there.
