That's strange. vlc is not a video format, it's just a program. So it's unclear what you did.
Moreover, .m4v is not a "title", but an "extension".

If your TV doesn't have an app to view this m4v-files, you have 2 options:
1. Play it on your PC/laptop and connect that to the hdmi-input on your TV. You use your TV as a monitor then,
2. Convert it to a format the TV can play from a USB-stick. Your user manual tells what is supported. Then use a converter program that can make that format.

Answer
You'll need a video player capable of playing these files.

Samsung does a poor job of documenting exactly how to encode so I can't tell you how either.

So the simple answer is you play then on your phone, PC and cast them to the TV or over HDMI cable.
If you want to try re-encoding them, try looking at a file that works and try to encode it the same way.

As re-encoding discussions are plentiful on the web I'll pause here.
