For Cell Phones that's released by the carrier.

For Tablets you check the tablet maker web site.

For a cell phone, such is almost always done with an Over The Air update. But some may have to go to their carriers service counter to update the phone.

For a tablet, such is usually done by the end user by getting it from the maker's web site but some owners have no faith in doing it themselves and will be using stores and service counters.
