How can I reformat my laptop hard drive?

I have an old IBM 470E laptop with XP Professional which would be ideal for my work. However it comes up with the message: "password expired" and i don't have the password. I would like to reformat the hard drive and install my old Windows Me on it. However I can no way to get to the Fdisk command. Can you help

Suite, make either a booting floppy or CD, select option three which Zaps the first 63 clusters (?) to randomness, then pop in XP cd which will treat it like a new drive....

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
