Step 1: get it up and running on your local webserver (that you use to develop the site)
Step 2: ask your hosting provider for the details about running it from your site
Step 3: deploy it taking those details into account

HTML website and you're asking if you can convert that to a PHP-powered website?

If so, the answer is yes.

I would actually recommend using a platform like WordPress or Drupal, which is powered by PHP, to manage your site and content.

YEs !!! You can certainly accomplish that!!!

You will have to re-write the HTML to PHP
