The 'speed' of your internet connection, both downlink and uplink, is governed by the package you have signed up to with your ISP.
If you are unhappy with your speed and if your ISP offers faster packages, then your only option is to change to the faster package.

Ok so I have no where else to go should i get a network interface card or what? i have custom built computer i made with an amd cpu 3.4ghz six core and 8gb of ram. I have a dlink internet card a cisco wireless usb thing and a cat5e wired connection so 3 connections with the best connection packed from Comcast a cisco 3000 router i get about 1million packages a second through my wired connection and i send about 300k packages per second ive already used a tcp optimizer is their anything else you can suggest?
