Try this.

Does the Welcome Screen display whenever you boot up and Windows loads? If not, go to the Start button globe, All Programs, Accessories, the Welcome Center.

In that window, click the "Show all xx items", (where xx is a number, mine is 13). With the new details displayed click the "Ease of Access Center" option.

In the new display, if the option, "Always read this section aloud" is selected, then de-select it. On my screen I have "Start Narrator". If I click that I get a small window options list. If you do, de-select all the options, then click Exit.

See if that works.

I believe there is a glitch somewhere as this just doesnt work. i have always had everything deselected. i tried a while ago to check out this problem and believe i am not alone. i will keep searching the internet and hoping someone here can come up with the answer. my Pc has exactly the same settings (everything unticked) and gives me no problems but just cant stop narrator coming on at start up on the laptop. its easy enough to exit narrator after start up but it still just drives me crazy.

As Mark said untick start narrator, also I unticked always scan this section.
/There is another place that can cause the problem

go to "use the computor without display" under explore all settings. on my laptop "turn on narrator" was ticked there. when i unticked it the laptop now doesnt have the automatic narrator on start up.

http://www.petri.co.il/forums/showthread.php?t=13455 tells how do DISABLE it. It's not exactly the same as DELETE (what you are asking for), but for all practical purposes (except maybe looking at some list of installed software) it's the same: it won't do anything.

Good enough?
