How can I get "Printers & Faxes" in my Control Panel to work

I lost the ability to print on my Toshiba M30 laptop running Windows XP. I tried to "add a printer" from the "Printers and Faxes" folder via Control Panel, but it came out with an error message "Operation could not be completed." What can I do to reinstall printer?

Reinstall printer failed...

I am trying to reinstall Canon BJ printer ip3000 with driver from online, but when I tried to run setup an error message came out as ?Bubble Jet Printer Driver Installer - Processing cannot be continued because the Print Spooler service has been stopped. Restart the system to start the Print Spooler service, then try again."

When I restart my laptop, it is the same message. Looks like something is missing.

service?

Someone may have set it to disabled.

If you don't know how to use SERVICES.MCS to Start, stop, pause, resume, or restart a service, then read the information at the following link -

Print Spooler could not be started...

Thanks for your quick reply.
I tried to ?start? Print Spooler where the ?status? is empty; ?startup Type? showing ?Automatic? but the ?Service? message came up showing ?Could not start the Print Spooler service on Local Computer. Error 1068: The dependency service or group failed to start.?
What do I need to do next?

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
