How about 'right click' the link and select "Open in a New Tab".

If you still prefer new windows, do you mean Minimised as in reduced to the Taskbar, or do you mean small than a Maximised window?

Answer
Open IE as you normally would then .....

click on a link to open a new window as you normally would.

NOW, resize that new window to take up the full screen.

Once you have done that close the window and close IE.

Now re-start IE and click a link and see what happens.
