Question

How can I fix windows 7 black screen with cursor PLEASE HELP

So my PC yesterday loaded normally until the windows Welcome boot.Then I could just see a black screen with just my mouse cursor.I tried many and different fixes from Google and YouTube but none of them seem to work.Also the black screen with cursor is even in safe mode.

....you can boot to and see the drive and it's folders/files on it?

I'd start with Startup repair from your Windows 7 install disc.
