How can I burn a DVD that will play on my tv in Windows XP?

Unlikely. Here's why.

Windows XP did not come with Video DVD player software. But we can fix that by installing VLC Player.

Next we have to know a lot more about the source of the video. While I use DVD FLICK that may not be needed since the file may be playable without conversion to a Video DVD.
