How and which format of video on a mobile application?

I need to know which video format is the most suitable for mobile applications? Considering that I need a format which does not turn my video to a super heavy video so I can have 5 second videos of exercises for 500kb each.

For me I use what I have and play them with VLC PLAYER

I've found NO STANDARD for video encoding on today's phones.

It is annoying to see that. I was hoping for a good condensed video format to reduce the size but nothing out there. Maybe we should start one Grin

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
